I've removed the skyblock nether islands in favor of putting all the nether items unobtainable in survival skyblock onto the server vote store. This includes end portal frames.
Please keep in mind that wither skeletons and blaze are capable of spawning in structure bounding boxes within the nether. So even though there are no nether fortresses to visit, you can look up where a nether fortress bounding box would be near your coordinates. To do this, you need the map seed. Here is the seed on skyblock.tj (keep in mind it's large biomes):
